As you can imagine, the attention-grabbing headline advertising the article does not quite correspond to the author Tim Shorrock's argument, which you can read here.
To summarise, he argues that an influential defence researcher named Bruce W Bennett who promotes the method of culturally undermining Kim Jong-Un saw the potential in Seth Rogen's film The Interview, and points out that Bennett is listed as an advisor on the film. He examines the hack of Sony Entertainment which was laid at the feet of the North Koreans, but whose provenance is perhaps not quite so solid.
Seth Rogen features not so much as a conscious collaborator, but as a contributor to anti-DPRK (Democratic People's Republic of Korea) bias, and cites the reaction to The Interview as giving the USA pretext to further target North Korea's government.
So Rogen is less of a super villain and more of a stooge in this story, especially in an argument with the network in which Rogen doggedly insists on keeping a shot of Kim Jong-Un's face melting off because it is "universally received as awesome".
Although the tweet is a touch misleading, conjuring the image of an Obama-Rogen-CIA email chain in which they discuss the best way to destabilise the North Korean government (possibly with gifs? We can only speculate) its author Tim Shorrock certainly exploits this, having retweeted Wikileaks:

So even Shorrock plays off the surreal image of Seth Rogen as a political manipulator on par with the president of the United States. Rogen's reaction is pretty well-judged in this respect, as his sarcasm undercuts the more sinister image of his political machinations. If we follow a trajectory of escalation though what on earth will Seth Rogen turn up next? Maybe secretly Kim Jong-Un ... wait for it ... IS SETH ROGEN!
